James Glover II / Star staff Artist Mark Grieve on Thursday assembles "Wheel Arch," a temporary installation that will form an arch over California Street Plaza in Ventura. The 18-foot sculpture is made of recycled parts, such as gears, handlebars, frames and wheels.
