Santa Paula approves low-income housing project

A low-income housing project that's been the subject of two lawsuits and heated debate in Santa Paula was approved Monday. Voting 4-1 with Councilman Bob Gonzales dissenting, the City Council approved construction of a 90-unit apartment complex to replace the Plaza Amistad project that would have numbered 150 units.
