Robert Monagan, ex-legislator, dies

Former Assembly Speaker Robert Monagan, a moderate Republican who also served in the Nixon administration, died Wednesday at a Sacramento nursing home. He was 88.

Monagan’s son, Mike, said his father died of natural causes after being in poor health for the past few years.

Monagan, an insurance agent from Tracy, was first elected to the state Assembly in 1960 and became speaker after Republicans gained a narrow majority in 1968. He was replaced by a Democrat, Bob Moretti, after Democrats regained control of the house in 1970.

Oakland

BART officer who shot man resigns

Protests over the fatal shooting of an unarmed man by a Bay Area Rapid Transit police officer turned somewhat violent Wednesday night with windows broken, streets shut down and train stations closed.

Hundreds of protesters took the streets of Oakland on Wednesday night to condemn the shooting and call for criminal charges against 27-year-old officer Johannes Mehserle.

Mehserle resigned from the transit agency shortly before he was supposed to be interviewed by investigators Wednesday.

Mehserle is accused of shooting 22-year-old Oscar Grant of Hayward, who was lying face-down on the station platform when he was shot and killed early New Year’s Day. Mehserle was one of several officers responding to reports about groups of men fighting.

SAN DIEGO

Border Patrol to close park for fence

The Border Patrol will close a popular park on a bluff overlooking the Pacific Ocean to make way for a triple fence along the Mexican border, a legislative aide and activists said Wednesday.

The Border Patrol had been mum on whether Friendship Park would be affected by plans to erect more than 670 miles of barriers along the southern U.S. border.

The park draws big crowds from both sides, where people chat through a chain-link fence separating Imperial Beach, Calif., and Tijuana, Mexico.
