Oxnard council to weigh loan to 14-screen theater
The Oxnard City Council today will consider whether to loan the owners of the downtown movie theater $870,000, bringing the city's total loans to the 14-screen cineplex to $1.51 million in a little over three years.
Opinions differ on whether the subsidy program is good for the city.
Martin Jones, a candidate for city treasurer, said the proposed loan amounts to throwing good money after bad.
"The theater will never make any money," he said.
But Curtis Cannon, the city's director of community development, noted that the theater already has brought tangible benefits to the city.
The property taxes produced for the city by redevelopment projects in a nine-block area around the theater jumped from $3 million in 2005 to $4 million in 2008, he said.
The theater lost $579,362 in 2006 on total revenue of $4.2 million, and lost $297,917 in 2007 on total revenue of $4.8 million, according to a recently released audit.
To get a group of developers to build the theater, Oxnard officials agreed to a 25-year deal whereby the city committed to loan the theater operator up to about $1.6 million a year to cover lease payments, maintenance and insurance.
Dan Tocchini, president of Santa Rosa-based San Carlos Cinemas, the theater operator, said the lease payments he has to make to Camarillo-based Strand Cinemas LLC, the theater owner, "are extremely high." He also reiterated his concern about how his business might be hurt by a planned movie theater in the RiverPark development in north Oxnard.
Councilman Dean Maulhardt said the downtown theater deal is an investment in the city's future, intended to jump-start the revitalization of the area.
A similar strategy has been used successfully in other cities, including the city of Ventura.
Because developers prefer to build theaters next to highways, a city subsidy often has been necessary to make these deals happen, Maulhardt said.
It was always expected that it would take several years for the downtown theater to become economically viable, Maulhardt said, adding that there is no reason why Oxnard should not be able to eventually support two movie theaters.
He added that there is an intangible benefit that may be the most important of all.
"This is about the downtown and quality of life," he said. "The social life of the city is what we're investing in."

Sounds about right....Many businesses fail in the early years because owners dont' realize that it takes a while to become profitable. Based on what is being reported, revenues are increasing and losses are coming down so it looks like the theater is making progress towards becoming profitable.

This is a perfect example of why we need change in Oxnard city government.
In just 3 years our geniuses in city government have thrown away $1.51 MILLION dollars of taxpayer money on this theater developer bailout. And they call it an "investment in social life"!! How stupid do they think we are?
And they have committed up to $1.6 MILLION dollars of taxpayer money every year for 25 years on this bailout scheme for their favorite developers.
Would they ever throw their own money away on such "investments"? Not a chance.
Enough!! I say in this election we need to throw all the bums out!!
And we should definitely elect Martin Jones as city treasurer. We need a guard dog to protect the taxpayer from this kind of tax and spend outrage!!

Why doesn't the city council quit pretending to be socialists and nationalize the theater. They could subsidize ticket prices for the masses. Since they would be paying no rent or taxes it would be profitable.
The taxpayers are soon going to be part of the masses because they will have no jobs shortly - as soon as the banks take all the money in the world out of circulation.

You Flynn fools, taxpayer money is used to pay for everything whether you believe it or not. Nothing is free! Be like Tim Flynn, don't put any money into the theater, let it shut down and cut your children, teenagers and public out of the top of the line entertainment and food lodging. Go spend your taxpaying money in Camarillo and Ventura. Let it all shut down. Tim Flynn will be the first to cry because the value of his home will go down the drain, the downtown will revert back to the blight it once was.

The city is getting the money back by bank notes, providing entertainment, keeping the kids of the street (reducing crime), building the mom & pop business to create jobs for the teenagers.
It’s the foolish ignorant people like the Flynn’s who try to make everything political, just to try to make themselves look good. They don't care if it hurts our children and teenagers entertainment. Furthermore, the Flynn’s are the first to say crime is out of control, yet they don't want to spend money to provide the best facilities for our youth!

Mayor Holden, Councilmen: Maulhart, Herrera, and ZZZZaragoza are responsible for the white elephant theater & parking lot project. Think of all that money that's gone into someones pocket. And then the four henchmen want to do again in River Ridge and have us, the taxpayers, tied to this costly obligation ... We need a new mayor, new city council, a watch dog in treasurers office.

Andrews, your mix-up as a dogs breakfast. This city council (Holden, Maulhardt, Herrera, ZZZZaragoza plus oldies Lopez, and Pinkard) have voted this looser project thru at public expense calling it re-development. It became apparent of down town down-ward slide because of the Wall Mart. They hardly supported Wall Mart that killed downtown...that's the reputation that it has, Wall Mart kills off sm. business...These jockers even gave them tax breaks...

Seems to me that a lot of people are blaming the Flynns for this loan or handout to the Theater down town. If your going to put blame one anyone, Just look at your selfs. First John Flynn is a county supervisor, He makes decision on County matters. Last time I checked the City of Oxnard Is only in the county of Ventura not Ran by it.
Now the second part, when the theater was built Downtown Tim Flynn wasn't on the city council.
Mr MY Family has a commercial industrial Park and more land where that came from with my name on it Maulhart, Mr Its easier to say yes on the County Board Herrera, Mr dont wake me till its time to say yes ZZZZZZZZaragoza, and Mr Im a Far sighted optomitrist Holden, were the ones that made deal and decisions on Downtown.
So as you see The Flynns had nothing to do with it. But I will Say this. When Tom Holden and his group of yes men were ask For 11 million plus dollars for a Theater at River Park The only one to even question the move was TIM FLYNN. And some of you people are complaining about 870,000 dollars to a Theater that is already built and running. And where were you when Tom and the yes boys just gave away 11 million for a Theater in River Park to be payed back in property and sales taxes that the city was already going to get back anyway. What I think 11 million could have done in this city for things that really needed to be done. But instead TOM AND THE BOYS we gave it to a developer that was already going to make millions on his project, with hundreds of homes , thousands of people living there and He didnt even have to pay to fix any of the roads around his development. All of you who are concerned about supposed government handouts should wake up. This is an accepted practice to bring a better standard of living to you all. If you don't believe it, Check out what the federal government just tried to do to save Wall Street, subsidies for big oil, farms, drug companies, you name it. So if you want to point fingers, you haven't enough of them on both hands, and I bet you all even benenfit from them in one way or another. Give me a break, you are hypocrites. Most of you are just looking for excuses to complain. If you really want change, our government is devised so you can run for office and if we all agree with you, you can even get elected!

I for one think that the downtown theater area is looking beautiful. It's a great place for people to go out with their families. Watch a movie, go out to dinner, and have some dessert afterwards. Sounds good to me. It seems as though our city leaders are trying to provide all of us... including the Flynn cheerleaders.... a nice place to take their families. Or they could go back to the tranny invested streets like before.... your choice.

By the vitriol directed at Tim Flynn, one would think he must be responsible for the JFK assassination, the Pearl Harbor attack and reformulated Coca-Cola. Can accusations that he arrived by UFO be too far behind? Someone even accused him of displaying Republican campaign signs in his front yard! Boy, that's a moon shot.
In truth, Flynn has been the only councilmember to question the well-greased mechanics of Oxnard city government: the hocus-pocus Big League Dreams fiasco, the RiverPark theater approval and funding shell game, our shifty city manager's whitewashing of taxpayer-paid reports, and his five-year contract extension reward, among many issues. (Remember Ed Sotelo's arrogant actions in connection with Big League Dreams when, w/o the council's knowledge, he inked a $400K consulting contract for a "feasibility study" with the same company proposing the development, because, as he explained, the charter didn't say he couldn't. Don't forget his antics of a decade ago, in connection with the downtown felons' flophouse. His loose pen forced the city into purchasing a building that Cornell had purchased for $100K LESS just six weeks earlier. He claimed it worked out OK though - the city needed the office space!) Flynn also questions the rampant "right here, right now!" development that's packed people into our city not unlike New Delhi.
Remember, too, that it was Flynn who stood alone on Gonzales Road at Oxnard Blvd. on a blustery Sunday afternoon to generate opposition to the condo project, for which three other council members had their rubber stamps at the ready. (By some fishy procedural change, only three votes were needed to cement the project, as it had been rejected by the planning commission.) By his actions, Flynn saved the corner property that's now being prepared for a park. (continued)

And now, because of Flynn's legwork to get the traffic initiative on the ballot, the city is developing a plan to mitigate traffic congestion. Coincidence? If you believe that, let's talk about those UFOs. I doubt Oxnard's traffic woes would be getting this kind of attention if Flynn weren't out there banging his drum.
Believe it or not, I'm not supporting Flynn's traffic initiative - it's too drastic. Flynn for mayor - the job is too big for him after only four years on the council. However, he's a vital asset to our city, and I would hate to lose his voice, as lonely as it is. Is it too late to organize his write-in candidacy for re-election?
With all of the personal attacks aimed at Flynn, I wonder about the motivations of his detractors. Most must be city employees worried they won't get a new work truck next year, carpetbagger developers upset that their projects are getting some justified public attention, firefighters mad that we don't have a shiny hook-and-ladder truck for every block, or Oxnard "loving" natives who make their living here by day but retreat to the foothills at night? In fact, I would bet that most people spewing their anger at Flynn in this forum aren't even registered to vote in Oxnard. Don't like his initiative - vote it down! Oh yeah, you're voting for WHO in Camarillo?
If it weren't for Tim Flynn, our city would already be sold down the river. Instead, because of his persistance, Oxnard residents may have a small voice in how our city is built out.

Martin Jones is not the pessimistic treasurer I want for the City of Oxnard. This theatre has huge potential for success, as does downtown. Martin Jones sounds like a FLYNN. They would love to see the failure of the city, even if it means failure for all of us. Then they could gain political clout; on all our failures.

I had the endurance to watch the entire city council meeting last night and it was enlightening.
Public comments came at the end of the general session and Martin Jones (for treasurer) in rebutting errant remarks made by Mayor Pro Tem Maulhardt a couple of weeks back at council about only "... a couple of minor recommendations..." in the Grand Jury Reports brought out the facts concerning the give away operations of the city treasurers office as stated in those documents.
To read them is to know new leadership is desperately needed in that elected office.
We don't want someone tainted like the asst. city treasurer by the past unlawful practices of the retiring city treasurer.
Mr. Jones has made statements about what he would do if elected. The Assistant City Treasurer Navas has not made any statments about changes she would make.
When Mayor Pro Tem Maulhardt makes misrepresentations to the people he should expect to be corrected. But it also shows the man has little conception of due diligence which is a fiducial responsibility.
Mr. Maulhaerdt stated there were only a couple of minor recommendations in the Grand Jury Reports. I took the time to read them online. There were as Mr. jones said last night 30 recommendations.

Never been to this theater nor do I know where it is or even plan to go but why not have the the other shops pick up the tab since they are the ones who make a killing off it? why not use the 1.6 million to wipe out gangs instead? This money could buy a couple of bazookas to wipe most of the gangs in Oxnard right? Might even buy a nice used tank.

I tend to believe they are people who will only profit if the measures are voted their way. Maybe builders? Maybe property owners? It just seems like a political advertisment whenever they contribute to ANY discussion where they can bring the Flynns, or measures V and O into it.
This situation with the theater only makes me NOT vote for measure "O". Why do the taxpayers ALWAYS have to bail out businesses who can't make it on their own.
And don't tell me.....in order to discuss the difficulties they're having, the theater owner's will have to use some of the money from the business to have a round table discussion in...let's say...Bermuda.
This was a bad move, and the council has no business throwing good money after bad. Especially in this economy.

By the way I too heard John Flynn has his paid secretary (over $60,000 a year & her husband putting up signs on county time).

I was skeptical of this theater deal from the beginning. However, after the last couple of years of walking by those shops, seeing a few movies, hanging out with my family drinking a latte and treating my kids to an ice cream, I'm starting to think--in time--this may be worth it and it has a chance to become profitable. I wish I could be more optimistic.
