Opponents blast traffic ballot initiative
Some fear Measure B would halt most future development in T.O.

At the final Thousand Oaks City Council meeting before voters cast their ballots on Measure B, speakers took to the podium to argue their positions Tuesday night, including a proponent who leveled allegations that the city withheld information about the project that spurred the controversial initiative.
The majority of speakers during the public comment portion of the council meeting opposed the measure on Tuesday's ballot.
"I believe Measure B was written to halt most future development in this city, good or bad," Susan Engler said. "It will fail to deliver our right to vote on future projects, because developers will build in neighboring cities or scale back their projects to avoid the trigger for Measure B."
The initiative would change the way large development projects are considered in Thousand Oaks. Projects of certain sizes would have to be approved by the council and voters if they would add significant traffic congestion to any street or intersection.
Other opponents Tuesday decried the funding of the measure's campaign by the Do it Center, saying it has nothing to do with traffic but instead is about halting competition. Measure supporters, however, pointed out that Home Depot was the primary contributor to the opposition campaign.
A proposed Home Depot store on Hampshire Road led to the drafting of Measure B.
Jim Aidukas, a consultant for the pro-Measure B campaign, alleged the city withheld from him three letters sent by the California Department of Transportation commenting on traffic at various stages of the review process for the proposed store. He also said the city did not provide California Department of Transportation letters that were submitted in response to a notice that an environmental impact report would be written for the Home Depot project.
In an interview Wednesday, he charged that the city had not provided the letters despite his three requests for the city to provide all comments submitted by public agencies and members of the public. Aidukas said he went to Caltrans directly to get its letters.
"This process has broken down," Aidukas said Wednesday. "Measure B provides a safeguard against this kind of treatment."
City Attorney Amy Albano disputed Aidukas' claims. She said he had requested information submitted to the city during time periods he specified, and all three Caltrans letters were submitted after those time frames, she said. Also, the city responded to his request weeks before the final Caltrans letter was received by the city, she said.
Caltrans' requests were incorporated into the environmental documents, she said.
"You know, we work very, very hard to provide people with the information they are asking for," Albano said.

It will be ironic if HD doesn't even build this store. They've been cutting back on expansion and closing some stores. Does anyone know if they are really going to follow through with plans to build it?

This city does everything it can to increase traffic and decrease the logical and efficient flow of traffic.
They are so greedy for more tax revenues that they'll approve almost any development, and the traffic just gets worse.
Question: Why do we need another HD, only six miles from the one in Newbury Park?
Answer: WE DON'T. HD wants to put nearby competition out of business.
Let's stop the rubber stamping of traffic causing developments.
