Morning Report: Mostly sunny, warm weather expected

Police and Fire: Ventura police early this morning arrested a patient at the Ventura County Medical Center on suspicion of misdemeanor theft after an emergency room nurse caught him allegedly going through another patient’s belongings, police said.
