Grand Jury calls for training, technology

The Ventura County Grand Jury on Wednesday called for continued training and greater use of technology in the county's Human Services Agency.
The recommendations were based on the Grand Jury's inquiry into caseloads and training in the agency's assistance programs.
The new report is a follow-up study to a 2005-06 grand jury report that dealt with the agency's implementation of the Cal-WIN system.
Cal-WIN helps to manage various services such as food stamps, foster care, Medi-Cal health insurance programs, general relief and CalWORKS.
The report said that despite extensive training, some caseworkers still felt challenged in making the conversion to the new system.
The grand jury's suggestions include more training for caseworkers and for training instructors, updating the operations manual and implementing imaging software technology to reduce paper documents and improve customer service.
A response from the Board of Supervisors is required within 90 days.
