New chief executive reorganizes county administrative office

Marty Robinson, Ventura County's new chief executive, is putting her stamp on the office with a reorganization that aims to save $50,000 a year while streamlining the county government's administrative work.

Robinson told the Board of Supervisors about the new arrangement Tuesday. She now has three assistant CEOs working directly under her, while her predecessor, Johnny Johnston, had four chief deputy CEOs.

"This is more like a corporate structure, where you have just a few people reporting to you and a lot of responsibilities under them," Supervisor Peter Foy said.

Barry Zimmerman, Johnston's chief deputy for human resources, recently moved out of the CEO's office to run the county Human Services Agency.

Rather than replace him directly, the human resources functions were brought under the supervision of John Nicoll, one of the three remaining assistant CEOs.

One of Robinson's assistant CEOs, former information technology chief Matt Carroll, will be her chief of staff. He will oversee a project to improve the efficiency of the county's administrative processes.

The third assistant CEO, Paul Derse, has the new title of chief financial officer and will continue to oversee the county's budgeting.

Robinson said the reorganization allows her to "consolidate functions that probably should be together," and to get started on the efficiency project, which is expected to include putting paper documents into digital form, improving communication through collaboration software and other steps.

Still do not know why we need a ceo for the county, they should fire them all and save the county millions. All department heads report to a county supervisor, no need for ceos.

skycop57: Supervisors are politicians. Most have never managed at an enterprise level ... and of those who have, some have failed miserably.

We need good executive leadership at the top to get the most bang for our tax dollar. I'm glad to see that Robinson is demonstrating at least some of the traits of successful private industry ceo's.

I'm hoping that she will hold department heads accountable. For the auditor/controller to not have resigned ... or to not have been removed for cause ... for his ineptness as a manager is, to me, not understood.
