Reducing plastic in sea urged in report
A report to be released next week by the governor's Ocean Protection Council says state leaders should ban smoking on beaches and require markets to recycle or ban plastic bags to reduce plastic debris in the sea.
Those recommendations are among dozens in the report, which also advises attaching redemption fees or punitive charges to items that commonly wind up in coastal waters and on beaches to encourage recycling and reduce litter.
About 19 billion plastic bags are distributed in California each year, and fewer than 5 percent are recycled.
An estimated 1 million seabirds and 100,000 marine mammals and turtles are killed every year by plastic debris.
