Woman who led non-profit jailed on suspicion of embezzlement

A woman who led the Coalition to End Family Violence was arrested Wednesday on suspicion of embezzling more than $100,000 from the organization, Ventura County District Attorney Greg Totten said.

Cherie Lou Duval, 40, was booked into Ventura County Jail Wednesday on suspicion of grand theft, auto theft and false personification. She was being held this morning in lieu of $50,000 bail.

Duval has served as president and CEO of the non-profit Coalition to End Family Violence.

Duval turned herself in Wednesday after learning that authorities were looking for her, Totten said.

She is scheduled to appear in Ventura County court this morning.

This is a story, very much so!
They need to make an example out of her. Non-profits get their money either by funds from our tax dollars, or donations.
Furthermore, this organization is a very good much needed one, just take a look at all the other pages where you all comment on, 'kids running loose, stabbings, killing'.
This is a place where mothers or fathers start somewhere to make a difference for their kids by either getting their act together.
For goodness sakes - Charge her well and put her away for a long time. She is the worst type of example to the children out there.

I agree with OPNS - this is definitely a "story" and one that the VCS should focus on. This isn't simply a case of a non-profit earning a profit. It's the fact that the woman EMBEZZLED the money from the organization. For those who don't know what embezzlement means, go to dictionary.com to find out. It's appalling when an employee steals money from a for a for-profit company, but it's even more appalling (in my opinion) when one steals from a non-profit organization. If it's true, I hope she goes away for a long, long time.

It's a mattress store ad and two people in bed nearly naked and VERY close!

As for the story, I am so sick of people thinking they have any right to something that doesn't belong to them and stealing...she should absolutely be made an example of! Throw her in the pen for a good 10 years+! She can go out and work that money off in the fields!

Who is responsible for the behavior of Ms Duval is the board of directors. They knew back in 2003 that her behavior was inapporpriate. They had been told on several occassions and did nothing about it. This woman has adversely affected many peoples lives, employees of the coalition,the community, and most of all the victims the coalition serves. This all could have been avoided if the Board had done their job.

The board failed in their fuduciary responsiblity. Many of us working at the coalition went to the board on several occassion to discuss what was happening and they did nothing but discuss with her the complaints. She completely gutted all in empolyees who spoke out about her. It was a problem from the very beginning of her employment

Makes me sick, unfortunatly I have seen it happen before and they got away with it, abuse of gas cards, paying yourself twice for the same pay period, you name it. It takes pressure,the attitude of rationalization, and the opportunity. I am curious to know how the attitudes or lack of overall involvment of the board played into her getting away with this. Did you know that for the 2005 tax year Cherie Lou Doval made a salary of $98,332 plus a contribution to an employee benefit plan of $12,171, plus an expense account of $14,290!!! That is at least according to the 990 filed with the State Attorney General. This is public information that anyone can get, along with the names of the board of directors.

Coaltion is supportedy grant funding. She would take money of grants that were to pay for services and allocate them in the manner she desired. Those of us who responsible for providing the serivces never got access to the money

What I know for sure is that the grant funders would do audits. I thought as a non-profit being support by state and federal funds they were required to have adudits? correct me if I am wrong

Several people left the BofD and employ within a couple of years of CDuval beginning at the Coalition. There were many complaints, which she trivalized and dismissed. There are many conscientious staff who worked and are working for the Coalition. They are the best witnesses to her method of operation. An investigative report will turn up information on what Dirm is saying in reference to Cherie's method of operation with employees. Whether the BofD "aided" in any embezzlement is not known. IMHO, she 'duped' many of them too; the ones she couldn't, left.

Education without morality = White Collar Crime!
This is why we need Prayer, the Ten Commandments and God back in school.
Without ethics graduates will only do what is necessary to make an easy dollar. Our laws aren't stiff enough. We don't have criminal laws to fear (Duval isn't going to do much time). In other countries this sort of crime gets the death penalty.
Intelligent criminals are getting away with murder.

Where did you get that information from? How do you know that people who operate non-profits skim from the top "all the time?" Geez. Like any other type of organization and in all other walks of life there can be bad seeds. However, I happen to know many people who have worked for non-profits at all levels of the organization who are above board all the way. What an awful, naive and ignorant thing to say.

Comments, jr, and others on these posts just wait for a certain kind of crime to appear on the Star - if you can't tell there's a form of groupie/gang going on here on these posts that these usuals comment on, sometimes their comments is no sense, yet alone make any sense at all.

Yes opns it's clear that some folks use these comment sections as a personal chat board. That's fine, mostly it's amusing, if often juvenile. I do wonder however how many are posting from their employer's computers while they're being paid to work. There are a few posters who seem to be on here all day long for long periods at a time. I'm a stay at home mom to a toddler and I get on during my "lunch break" (i.e. when he's napping). While I think it's fine to check in on your preferred news site once or twice a day from work, I don't think it's appropriate to be on for huge chunks of time throughout the day and to be posting what are often politically charged messages. I would be very upset if I were the managers of these folks. And, I agree that some of these holier than thou folks are also "stealing" in a sense. Everyone's entitled to a break and if you want to spend your lunch hour reading, chatting and posting, so be it. However, I think that many here likely spend as much time here on these boards as they do doing the actual work they're being paid to do.

I've also seen some comments suggesting that the VCS set up a chat room. For the life of me I can't imagine why on earth the Star would do that. Those rooms need to be monitored and there are potential liabilites involved. For a paper that's hurting financially they don't need any additional overhead. A better plan would be for those who wish to chat to set up a private chat room on MSN or something like that. It's easy to do. Then again, they wouldn't be able to grandstand daily for the rest of us.

I have read it multiple times and I believe OPNS is saying that we are taking advantage of our employer in a sense stealing from them just as this person stole $100k from this organization?

I feel the need to defend myself by saying I don't take breaks while at work, I work through my lunches about 75% of the time and it's pretty common for me to take work home in the evenings, I am salary so I am required to do the same level of work whether it takes me 3 hours a day or 15 hours a day so if I find a little escape for a couple minutes a day...so be it...the work has to get done regardless!

For the record hotwildflower I did not consider your "funs*ckers" comment to be name calling, nor was I offended by it. I do think if you were being a bit more honest with yourself you might see that you are coming across as more than a little defensive about the comments related to posting/chatting while working. I wonder if your employer would agree the justification you gave earlier in this thread. On one hand I agree that salaried employees are paid to perform their job and that as long as that gets done, who cares if one surfs online a bit. Then again, I also agree that an employer has a right to expect that its employees are working when they're supposed to be working. Many employers have a computer usage policy which addresses things like this. It's one thing to be on your own computer during a break. It's another thing entirely to use a company provided computer for personal use often throughout the day. I'm no whistle blower and in the end really could care less, but I'm pretty sure your employer would not be pleased if they knew just how often you were posting and the types of things you were posting about on a company computer. No need to get defensive - if you think this is fun, and a good way to relieve job stess, then by all means have at it.

As a former employee of the organization, I must say that karma has a swift way of working. I was let go because I dated her former lover. She found out she let me go saying that the position was being fazed out - 2 months later they hired someone in the same position, title, duties and pay - I guess I could of done something but many in similar situations with the organization had told the board and they chose not to listen. In the end they are responsible. I must say that the board is made up of many heavy hitters and this will not look good for them either.
I guess I only feel bad for her children who are innocent in all this.

Comments - I do have my own business - and you know what - a company would be glad to have a worker such as you. I've seen abuse on the job - such as Duval and others. Keeping a level mind and not being so sensitive is a great key to a good employee.
I'm glad you and I don't have our "I've got your back" mentality, but yet. Support, as in lil ms flower does with her co-workers.

when the charity bucket at work comes around, each year, employees are encouraged to participate. Give back to the community. Who wants to give so greedy people continue to take just to be able to shop or pay bills or whatever. Who knows, maybe her mortgage was in trouble.

The members of the Board and Ms Embezzlement's address are all public information. All charities with gross receipts over $25K are required to file an annual informational form (RRF-1) with the CA Attorney General Dept of Justice- Charitible Trusts. Basically it is is some information about the organization and it has copies of the form 990 (Federal Tax Return for non-profits). These 990's usually have the Board of Directors listed on them as well as Key employee's annual Salary (Ms Embezzlement's is there)

Once you get there you can do a charities search, which will refer you to a website service that they have this function contracted out to. It is FREE, but requires you to register to get access. I think the most recent Tax return there listed is 2005 which covers the fiscal year July 1, 2005 to June 30, 2006. The 2006 returns should have already been filed with IRS and FTB, they just take some time to get posted with the Attorney Gen's office

Ms Embezzlement must have needed that money- she only made (per 2005 Tax return) $98,332 plus a contibution to retirement acct was made for her of $12,171 plus she had an expense account of $14,290= $124,793. And these figures are almost 2 years old!!! Makes me sick.

All of you are assuming this person is guilty. According to my sources we are all innocent until proven guilty. This person couldn't do anything without approval of directors who in my opinion started this witchhunt and they are now going to reap the backlash of their efforts. Every side looks right until you see the other. Are you forgetting how great this organization is by helping battered and abused women? I for one am a recipient of their generosity. There is absolutely nowhere else to go to get help. Many have received free legal and also free counseling through this organization. Let them without sin cast the first stone.

Please separate Cherie’s actions and the Coalition's services.

She's guilty... and crazy. Everyone that has every worked at the Coalition knows that. And the board members were only around for special events and high society functions like that.

The under paid, unpaid, mistreated employees made/makes the organization great, not Cherie! We, employees stuck around because we were dedicated to ending violence. She stuck around to cash in.

Now that Cherie is out of the picture, the Coalition is capable of doing so much more for the community. Get rid of a few boardmembers. I would be tempted to return to the Coalition. I bet a lot of talented and dedicated past employees would also consider returning. Cherie drove away a lot of great people by her shadiness and disloyalty. And the board members allowed it.

You all deserve some compensation from this - and yeah, that board lady is turning her nose around. You underpaid staff deserve more recognition for your hard work - I commend you.

How sad that she chose this path of self destruction and the coalition will be left with a taint. We loved the coalition; we loved our work; Ms Embezzelment was always short sighted..............all the pain she caused to so many who were so wonderful and golden hearted just to put 100,000 dollars in her pocket? How tragic. I never avenged myself. I waited for God.
