Association to run TO banner program
Amid concerns of signing away their exclusive rights, the Thousand Oaks City Council at its meeting Tuesday night voted to create a street banner program that will be run by a private business association.
In an effort to give the city a "safety valve," in the three year contract it approved with the Thousand Oaks Boulevard Association, the council voted 4 to 1 to add a clause that would allow the city to pull out of the street banner contract without cause and pay the association up to $30,000 for doing so.
Councilwoman Claudia Bill-de la Peña cast the dissenting vote.
The council's approval allows the association to field requests for banners from the city and non-profits, handle the applications for the necessary city permits and install the banners.
Thousand Oaks does not have a formal banner program in place. Banner requests go through the city manager's office and are reviewed and approved on a case-by-case basis.
