A hearing on the proposed no-smoking policy for Oxnard's senior public housing facilities could not be held Tuesday night for lack of a quorum.
The proposal was scheduled to be heard by the Oxnard Housing Authority board as part of the regular City Council meeting. The board includes the mayor, the City Council and two other members.
Two city councilmen, Andres Herrera and Dean Maulhardt, were absent because they are in Washington, D.C., to lobby on behalf of the city. Neither of the two noncouncil members of the authority board attended the meeting, leaving the board one person short of a quorum.
The proposal to ban smoking at Plaza Vista and Palm Vista on South C Street is expected to be brought back at a future meeting.
