Morning Report: Partly cloudy conditions expected

High wind watches are scheduled for Thursday for local valleys, where gusts up to 60 miles per hour are expected.

Traffic: At 7:26 a.m., the California Highway Patrol was reporting non-injury traffic collisions on Highway 23 southbound just south of Olsen Road in Thousand Oaks and on the Wendy Drive onramp to Highway 101 southbound in Newbury Park.
A traffic hazard was also reported on Highway 101 southbound at Las Posas Road in Camarillo.
