Assessor to get more appraisal, appeal help

The Ventura County Board of Supervisors agreed Tuesday to hire three people and hire a firm to scan paper files to help the County Assessor's Office deal with a growing load of property appeals and reassessments.

Due in part to the drop in residential property values, the number of property tax appeals more than doubled from 2006 to 2007 — from 1,000 to about 2,400 — and should continue to rise, Assessor Dan Goodwin told the board. The office also expects to voluntarily reassess thousands of properties this year to see if their values and property taxes have declined.

The Assessor's Office will hire two more appraisers to evaluate properties, and the Clerk of the Board will hire one full-time employee to help process assessment appeals.

The Assessor's Office will also spend about $344,000 over the next two years on a project to convert more than 4 million pages of property records to digital form.

"This is a one-time expense that will have long-term benefits," Goodwin said. Electronic records will save time and will be safer from physical damage that can affect paper files, he said.
