Police were still looking Monday for the man who shot and killed a local businessman in front of an Oxnard bank over the weekend, authorities said.

Gurmohinder Singh, 55, of Oxnard was killed Saturday morning in front of a US Bank branch in Oxnard.

Singh was leaving the bank in the 2300 block of North Oxnard Boulevard after making a withdrawal about 9:30 a.m. when a man shot him and took cash from his hands, police said.

A security camera captured an image of man leaving the scene, but police had not identified him as of Monday, said Oxnard police spokesman David Keith. Investigators were also trying to determine if the attack was random, Keith said.

The killing triggered a massive manhunt, but Oxnard police decided to not use the county's "reverse 911" phone-warning system to notify local residents.

Keith said police worried about causing mass hysteria, but he declined to further explain the decision, saying it could compromise the investigation. Residents are "just going to need to trust us," he said.

Anyone with information about the killing should call Detective Michael Young at 385-7606 or leave a message on the Violent Crimes Hotline at 982-7070.

I hope the Spanish media circulates this story. I would think the uniqueness of his clothing would spur someone to recognize this man. I only pray that if his family sees him, they can muster up the courage to turn him in.

pattiecake- I don't think Police need to give a reason other than at that time they decided not to use it. I am sure that Police knew what they were doing.
There are many scenarios that could be used to discuss if this madman would have done something else to more people. When something tragic happens, police are usually blamed.

Hopefully they will catch this loser.

If it is a Barcelona shirt, Could this guy have been in Extreme Soccer before walking to the bank? Humm?? But like Juniormafia said, "They should look at the surveillance tape of that soccer store". I am sure the police talked with all the business in the area though. Hope this guy is caught and the FULL weight of the law in smashed on him.

The picture is very fuzzy and there's no way I'd recognize this person if I were to bump into him today. Is there any way that the picture can be enhanced to more clearly define his face? If so, I hope that that picture can be published. Though I'm sure if people who know him closely see even this picture it would stand out to them. I hope that he's turned in very soon.

I for one do trust that the police made the right decision re: whether or not to use the reverse 911 system. I love it how a poster or two here seem stuck on this issue and refuse to give it up even though we've been told that it was a conscious decision and not an oversight. Surely the police know more than a regular poster here. Someone made a good observation the other day regarding this issue. She said that one reason the system may not have been used was because it could've caused a panic and had many residents to leave the apt complex at once. That would be bad on so many levels. One, there would be the risk that the killer would get away in the crowd and two, it could place all those innocent people at risk if the killer was indeed in their midst. Another possible reason is that the cops may not have wanted to tip their hand to this guy if they felt he were holed up in one of the apts.

This is a murder investigation and I'm going to assume that the police know a lot more then what they're letting on - for obvious and right reasons. I trust that all is being done to catch this creep as well as to protect the public.

i agree with CAMDAD, i doubt this is everyday clothes for this guy obviuosly he planned what he was gonna do, so dont u think he planned his clothes??? but oxnard is a small town so i dont think hes from the area. The victim was a business owner perhaps this guy was watching him, knowing that he must be depositing/ withdrawing money from a bank for business. I dont know if the victim has business's outside of oxnard,i doubt the suspect is a oxnard native

a photo like the one taken by a surveillance camera would not enhance very well. there's an old saying, you cannot turn crap into gold.

if the photo were taken in RAW mode then it could be enhanced. RAW is like the film, whereas the JPEG is the printed out photo.

there are some photo enhancing techniques such as s-spline interpolation that may be worth looking into, but it's not like CSI or what you've seen on TV. i'll see what i can do and if it's worth posting, maybe i'll do so. it'd be nice to get a copy of the original file. perhaps the current image has been resized.

edit: the photo is too pixelated to enhance.

i think the police didnt use that reverse 911 system because as crazy as it may seem. theres a bunch of NOISEY PEOPLE who inna time like this woho would gather outside instead of stay in and maybe they think he lives in the area and that would give a heads up.i have family in that area but TRUST THE POLICE in THIS ONE..For anyone Who Doesnt Live in the APTS or Mobilehome Area...IT SHOULDNT MATTER TO YOU!

I know many Latinos who are Barcelona fans, not too long ago Club Barcelona came to LA and played against the Chivas, and the majority in the stadium were Latinos.

Somebody knows this guy and knows where he is. I'm betting it is indeed his own shirt (likely tossed out now), but somebody recognizes this animal and is just not willing to turn him in. If that's the case, they are aiding a cold blooded killer who is just as likely to turn on them as on this innocent victim. A brazen crime like this is not committed by a person with a cool head and a clear mind.

They also need to pay attention to anyone out spending money. If a family member sees a son, brother husband etc with money all of a sudden, it should be questioned, as well as any business with someone coming in spending big cash. They should take a look at their cameras at the end of the day just in case. I fear the guy made it to Mexico.

Southcalgirl-Sorry to inform you, but if you have ever traveled the world, there are no greater soccer fans than the British, in my opinion. Everywhere they go, they're always wearing their team jerseys, matter of fact, have your ever heard about the "Hooligans.?" I have also read the many bank robbers always wear some distraction to make people focus on a certain part of their body, sometimes even a bandage. This often leads to people focusing in on the object rather than the individuals features. If I am thinking like a criminal, I would definitely want people focusing in on my red/blue soccer shirt rather than my true identity. Why not dress like a soccer fan/homie to throw everyone off?

I really don't think that the shirt is of any signifigance here other than an identifiable article of his appearance. Many people wear barcelona shirts, I have one! I am white! Barcelona was made big primarily because of Renoldino (sp?) It is a very popular jersey. I doubt that he went into the soccer store to buy a shirt to commit the robbery. Those jerseys are not cheap. Kmart would have cheaper shirts he could have bought.

I think (like someone noted above) people need to focus more on his physical appearance than his clothing. I am sure that jersey is long gone and if it isn't he is just as stupid as I thought he was, considering he wore such bold clothing to the robbery. I agree that any of the other shops that had security cameras should be reviewed if they aren't already in the process.

Regarding the white t-shirt and jeans. no I would not stop wearing it but so many people have made such a huge deal about this shirt, this particular, very loud, stand out in a crowd shirt, that anyone who is seen wearing it will be scrutinized, studied and maybe accused or mistreated by what they are wearing.

Those shirts are so popular it is almost equivalent to the white t shirt... haha... soccer is becoming such a huge sweep in America that it seems that almost everyone has some sort of soccer team apparel. I have mine, I'm not going to stop wearing it.

There is the Extreme Soccer store that is located just a few stores down from the bank, if in fact he is wearing a disguise maybe he purchased/stole it there. If I were one of the detectives working the case I would look into seeing if a jersey like this one was purchased recently, may provide some additional information. I know that sounds simple and hopefully they have thought of that already but if not then I don't think it would hurt to look into it further. Just a thought.

Ok, how did the perp know Singh had withdrawn a lot of cash? What is that all about?
Could it be a business deal was going down, and somebody was setting Sigh up, knowing full well his schedule at the bank? Was Singh doing business with shady, unworthy low-lifes? (i hope not)
I am also thinking the perp, Mr. Barcelona soccer Shirt guy, is a pro. A paid killer. That would account for his brazenness. He shot Singh right outside the door! Shirt guy then disappeared faster than free food at an open house.

Appears 21K reward posted for killer of bank customer 8-16-08, 0930hr on steps of U.S. Bank in Oxnard. Unclear if reward is for information on suspect or arrest of suspect or conviction of suspect or re-conviction of suspect after appeals process also unclear if reward is taxable.
Also unclear is if U.S. Bank reimbursed the victim's family for the cash he withdrew a few minutes earlier that was pried from his hand as he lay dying on their steps.
Also unclear and not answered by the press, police or bank officials is what visible security measures were in place to protect customers & bank employees at the time? or was there even a security guard posted by the bank entrance?.... cameras don't count.
There must a reader out there that has the definite answers ,not opinions !.

missvlo - The shirt your so tired of hearing about is a big clue to this mans mindset, or who may of planted the thought to him. Leave it for the lawyers, just do your work as you were hired to do. Dosen't matter who you work with by the way. I don't think many were impressed with where you work. So, get back to work!

mikealerich, I read an earlier post. It said that up to $1K was to be paid upon arrest. The remaining $20K was to be paid upon conviction. Terms may be negotiable. It is my understanding that the entire reward could be paid anonymously if funneled through Crime Stoppers.

HS, i'm telling you - she's using Word Perfect, not Microsoft. I would bet i'm right, most legal staff use word perfect. never understood why, don't like myself, i prefer Gates.

I drove by there today and can see how easy it was for shirt guy to get away. He just ran around the corner and jumped the fence. Probaly only took him a couple of seconds to disappear. Maybe even had a car parked in that apartment complex. The north/south bound freeway entrance to the 101 is only a short distance away. Was probaly already on his way to who knows where by the time the police got there. God I hope they catch him soon.

high_society- NOW you really sound like an immature cry baby. Just stick to the articles and stop talking down at people. Maybe you will get some respect.

I suggest that if you are working with the community to try to catch this guy, you really need to touch up on your people skills.

I agree. Just to get away from the discussions on "bad grammar & computer programs" that this forum has degraded to, I found this article very interesting on the VCStar's Blog: The Backstory – Strong Words: Homicide vs Murder written by Star staff member Adam Foxman. Below is an excerpt:

"In the journalism business, we have to choose our words very carefully, because words that may seem like synonyms can be very different.

"That's why when a person is killed by another, we write that police are investigating a homicide, rather than a murder.

"The main standard we use is a guide called the Associated Press Stylebook. It has entries on everything from academic titles to zero-base budgeting.

"The entry for homicide reads like this:

"homicide, murder, manslaughter
Homicide is a legal term for slaying or killing.
Murder is malicious, premeditated homicide. Some states define certain homicides as murder if the killing occurs in the course of armed robbery, rape, etc.
Manslaughter is homicide without malice or premeditation.
A person should not be described as a murderer until convicted of the charge.
Unless authorities say premeditation was obvious, do not say that a victim was murdered until someone has been convicted in court. Instead, say that a victim was killed or slain.

"I've highlighted the second to last sentence of the entry because it shows that AP style is actually more restrictive than the dictionary definition. Even if authorities are ready to call a killing a murder, we might not use that word if they have not made it clear that the act was premeditated."

The California Penal Code defines Murder as:

They used the reverse 911 system in Camarillo when they had a murder by Lewis and Pleasant Valley Roads. Why not use it in Oxnard when a murderer is in hot flight?
