Police seek man who robbed, killed bank customer
Police use a hound dog to try to track down the assailant who robbed and killed an Oxnard bank customer then fled on foot.

A man was robbed and shot to death outside an Oxnard bank Saturday morning, triggering a massive air and land search for the gunman through a heavily populated residential area, police said.
The victim was identified as Gurmohinder Singh, 55, of Oxnard, according to Senior Deputy Medical Examiner Armando Chavez.
Singh went into the US Bank near Vineyard Avenue and Oxnard Boulevard about 9:30 a.m. and withdrew cash, and when he came outside, he was confronted by a man with a handgun who immediately shot him and took the cash from his hands, according to a prepared statement from the Oxnard Police Department.
The shooting occurred in the parking lot, just 5 to 10 feet from the bank's front door, said David Keith, spokesman for the Oxnard Police Department.
Singh died at the scene. Sgt. Jim Seitz said Singh owned, along with some partners, several mini-mart stores in the area.
After the shooting, the assailant fled on foot over a fence and to the north of the bank, located at 2385 N. Oxnard Blvd. He was described as being in his 20s. At the time, he was wearing blue jeans, a distinctive shirt that was blue on one half and red on the other, and a blue and red baseball cap.
Until midafternoon, about 40 police personnel searched the area within a half-mile radius from the bank. As of 8 p.m. Saturday no one had been arrested in connection with the slaying.
For about two hours after the shooting, a Sheriff's Department helicopter flew overhead while a SWAT team on the ground searched the area with help from the Port Hueneme Police Department. The residential area, including a mobile home park and a housing complex, were "locked down."
The scene was unnerving for residents who live near the strip mall where the bank is located.
At Casitas Apartments, along Oxnard Boulevard behind the US Bank, residents said Oxnard police would not let cars into the complex. Lynda Martin returned from work and had to wait outside the complex along with several other residents until about 2:20 p.m., she said.
Salvador Aparicio said he was allowed to go home, but police at the entrance to the complex looked inside his car.
"They were checking the trunk of my car and the back of my car with guns in their hands," he said
Keith said the Oxnard Police Department did not use their reverse 911 capabilities to alert nearby residents about the manhunt, although the system has been employed during past incidents.
Residents said they heard about the killing through word of mouth or by asking police officers, and several said they still knew little. Martin and her husband, David Bauer, found out from a cable employee who was working on installations at their building Saturday.
Aparicio was given a description of the suspect after he asked police officers. He said he was surprised that he did not receive a reverse 911 call, since he had once received one after an incident in Camarillo and this one was only a block away.
"If he (the suspect) was around here, they should've done it," he said. "That really bothered me."
Eva Reyes of Oxnard was driving her son to work when she stopped and stood among the crowd outside the bank Saturday morning.
"It's sad to think you could go into the bank and do our daily stuff and this could happen," Reyes said.
She said she worked at the location when it was a Santa Barbara Bank & Trust branch and was there during a robbery several years ago.
"It's really scary when you're in that situation," Reyes said. "Your heart is pounding.
"I just feel for the family," Reyes said.
Police did not release any additional information about the victim. An autopsy will be performed today.
The crime scene in the shopping center that includes the bank still drew people gawking Saturday evening. Police finally took down the yellow tape that outlines crime scenes shortly before 7 p.m.
Surrounding business owners said it was not a typical day.
"It was scary, very noisy," Linda Pham, owner of Le's O' Nails, said of the helicopter presence.
Ignacio Servin, owner of the El Portal Mexican Restaurant, said his business was open when the incident occurred, but he was busy with customers at the time.
"It bothered me a lot," he said. "I also lost a lot of business today."
Police are asking that anyone with information about the homicide contact Detective Michael Young at 385-7606 or leave a message on the Violent Crimes Hotline at 982-7070.

opns, that's the suspect's picture above. In addition to a reverse 911, the PD should post suspect pictures on their website ASAP so that citizens on lock down could look at it. I suspect the guy had a car parked somewhere on the other side of that fence and fled before police were abel to surround the area. I also suspect he knew his victim made large withdrawls.... and seized the opportunity. I doubt he was just out for a walk in the park so to say. He'll eventually get caught, but that won't bring Gurmohinder Singh back to his family. In the interim, Mr. Singh's family has the love and support of the community.

I think that Police Departments, Sheriff, CHP and Fire should have a blotter on their websites listing all the calls they went on and details for each day. That way we won't have to rely on newspapers to keep us informed. It's also a good way for the public to get a sense of what the agencies have to deal with on a daily basis.
Currently, the Star decides which news stories they want to report and how much info they want to give us.

NothingButTheTruth--I was thinking the same thing. I think the killer had to know a something about the victim making withdraws too.
This is very scary !!! I used to live in those apartments too and from time to time I would stop at that bank and use the ATM.
OPD, Why weren't these residences warned, reverse 911, knocking on doors, anything. If not for their own safety, but who knows, someone could have seen the killer and could have done something. For all we know, he could be living in the complex or mobile park.
My thoughts and prayers are with the family and friends of this man who lost his life way too soon.
I hope they get this no good for nothing killer soon and get him off our streets for good.

AnaCapa - It sounds good in theory, but there would be hundreds of calls listed. Calls like "My neighbor is mowing their lawn at 10PM. Can you come tell them to stop?" I really don't want to hear about that. However, I do like the idea of them posting major crimes, maybe..., but then again, I still prefer to live in my own little bubble :).

My condolences to the family. This is so typical for Oxnard. When are we going to have the courage to take our community back? It really takes the whole community and city to stand up to murderers and terrorists like this punk. He looks like a typical gang-banger (and statistically speaking he's probably an illegal) who has no regard for laws or life. It's time for us to take action against these gang-bangers instead of sticking our heads in the sand. You know that family and relatives of this punk won't 'snitch' on him because they're probably illegal too and won't want to be deported. Not to mention he or his homeboys wouldn't think twice about killing associates, friends or even relatives if they snitched. Time to quit the 'political correctness' pussyfooting. Raid their gang hangouts/homes and send them to prison or back south of the border. And for those of you who will no doubt think I'm a racist, be real and look at the statistics and do research about Oxnard gangs and what the race makeup is of our state prisons.

Perhaps OPD was extremely busy trying to set up a search perimeter and that's how a slip up on the Reverse 911. If the PD failed to use Reverse 911, I think they would already know it. But in the heat of passion trying to quickly catch a murderer, I can see how it might get overlooked.
I also suspect that employees from Xtreme Soccer would recognize the guy/shirt if he'd bought/shoplifted it just prior to his premeditated murder job. And, the PD would have reviewed the store video tape too. mbnko it may be a bit premature to think the guy is either a gang banger or illegal alien.

Sad to think you can't even feel safe doing normal errands and innocent people are being killed. It is also sad to see so many people quick to say what the police should or should not do. I would like to see the same people that are so quick to blame the police put their time, energy and ideas to work on how to make the community safer. Blame the criminals...not the police.

I have always held the opinion that businesses (Banks) have a legal and morale duty to provide visible security for protect customers and employees, it's called 'Pro-Active', Police are 'Re-Active' and take action After a crime, but it doesn't help the victim/s.
Where was the Security Guard posted outside?, on a break?.

No joke, I lived at the Timbers apartments (apartments behind the bank) from 2004-late 2006, and this guy looks like a guy who lived there. I knew almost everyone or knew by face of everyone who lived there. Everyday I would walk my son (he was three at the time) threw the apartment complex so I could just take him out. In those days, I saw many people and always picture a face. Now! I could be wrong, but this dude looks a guy that lived in the back complex facing the cementary, the last complex in the back. Just think, when the shooting happened in Camarillo last week, that guy was found in Newbury Park around some apartments about 8 hours later. Now, with the massive man hunt and our Police Department is good at this, they would have found this guy already. Why did he jump the back gate towards the apartments, hmmm, maybe to head home! Please note: this is no BS in what I am writing here, just doing my part to help catch a killer who needs to be off our streets.

But then again some people think all hispanic young men look like they are gangmembers or are here illegly so what diffence does it make what they wear. Right mbkno? I agree with High Society about the Star.
I would like to see a example of newspapers in other countries that exclude race in newspaper stories. If I were the victims family I would call the Star and tell them how they are victimizing the victims.
Maybe, since more people have Blackberries, that local police can email or text residents (who sign up for it) police alerts with accurate data.

In addition to any PD's website posting up-to-date info, I subscribe to vcsexplorer11's idea of having messages sent to one's email address... banks do it; universities do it... now it's just a matter of $$$ to get it off the ground.

David Keith generally adds a voice of reason to many of these discussions. I'm frankly disappointed to see that he chose to post on a blog that's titled "805vigilantes" rather then directly onto the Star site. I haven't looked at the site and I'm sure that it probably has lots of good information. However, I personally feel that an officer should steer clear of any site that calls itself vigilantes. Even if they're just "information vigilantes." Besides, no matter what your opinion is of this paper, it is local newspaper - for better or worse. Given that it seems to me that it would be most prudent for David Keith to post his information and updates here where the most people will have access. If 805vigilantes or other sites want to cut and paste the info to their site, great.
I assumed all along that the OPD had a very good reason for not implementing the r-911 system yesterday. I realize it seemed like a no brainer to some readers/posters here, but the folks at the OPD aren't stupid, so I assumed there was a good reason. My initial thought was that they were thinking that the murderer was holed up in a local apt/house and didn't want to alert the individual. I'm confident that the reason was a good one and that the police knew exactly what they were doing when they made the decision that they did.

I suspect one of the reasons the OPD decided not to implement the r-911 system was to prevent a mass exodus out of the apartment complex, which would have hindered the search. Just a guess on my part, but one that makes a bit of sense.

I live in the apartments next door. My daughters (3 years and 3 months) and I woke up to a bunch of helicopters but we didnt even think anything about it assuming they were taking flying lessons or going to the airport. So I took my kids to the park which there are tons in our complex. If I would have known that some crazy guy was running around with a gun I dont think that I would have taken them. We didnt have the cops walking inside just at the entrances and exits. They only reason why I knew that it was happenening becuase I took the kids to the mall and when I was leaving my car was checked. So I asked. So all I am saying is I really hope that he does live around here because my husband is gone for 3 weeks and I am totally scared.
I am praying for Mr.Gurmohinder's family. Sorry for your loss.

I live very near the western perimeter of the scene. I happened to have my police scanner on when the call came in. Since I am so close I could here all the talk from the helicopter, police and other radios. It was fascinating to hear how the day unfolded. I know so much more than the newspaper could ever print. Scanners are relativly inexpensive and although I have a plug in scanner I also have a preprogrammed battery one I got from radio shack. That can go with me anywhere in the house. I have been a scanner user for years. But it was the only reason I knew what was going on so I could warn my daughter as well. And yes, we locked the doors and windows and didn't leave the house until it was over.

Oxnard P.D. should ask Gil Ramarez or Richard Arias of Oxnard Rec. Dept. see if they recognize the soccer shirt or maybe the guy. They are always promoting soccer in Oxnard and want to bring in people from Mexico.

In any case...I asked in an earlier post if by chance Mr.Singh is the same Mr.Singh that owns Centro Market in Camarillo. (Confirm or Deny?) Maybe this guy is/was an employee and knows Mr.Singh's deposit/withdrawal routine. I'm sure that is being looked into IF he has any relation to the Market...just a thought.

It is ignorance to assume CBS, ABC or anyone else who reported the perp as a hispanic knew the truth. He hasn't even been caught. When do gangbangers commit crimes like this in Ventura County? They kill each other, don't wear red, and rarely do crimes on Saturday mornings between 5 and 10 a.m. Look at the statistics! Everyone who yesterday vomited out words of racism sickens me. Most illegals are presently coming from the state of Oaxaca in Mexico. This state has over 40 dialects. They are inigenous peoples who don't have any formal education in English or Spanish. They are natives that don't understand concepts of borders, immigration, or birth certificates, many don't even have birth certificates. They are dying of hunger by the hundreds and know of this land of plenty by word of mouth. The are willing to work for food, and indeed do. They see the white man as the invader who has caused this land to prosper and are grateful... so much so that they are migrating to every state in the union. People must begin to see the big picture. There are still "indians" who are alive and well. And they are coming to this land - by hook or crook. Mother Earth is recovering her people to the land which once belonged to them. Think about it... are we going to continue anhilating them?

Might I offer a suggestion with regard to the suspects "race"? Let's limit it for the purpose OPD gave it out: One more identifyer info [period]. We can debate whether he is an illegal alien, a gang-banger, or indian who sees the white man as the invader, all day long and it won't help this case AT ALL. Because commenters go off on tangents on the "race issue", I can see WHY the Star chooses to be PC and not to print it EVEN THOUGH it might help narrow identifying nfo on a suspect. Yes, all Mexicans are bad... members of their race are directly responsible for my big waistline!! ha,ha! Let's try a bit harder to reduce "race" for other than "ID" nfo on crime situations. Even as goofy as Rodney King is, his statement: "Can't we all just get along" was far more profound than he realized. Now, where can I get some tasty REAL Mexican enchiladas?

They squat for their morning constitutional with their chickens. They live in abject misery, filth, disease and hopelessness.
What Nancy is wrong about is the White man had nothing to do with their misery. It is the corrupt Mexican government. With open borders it will be our misery.

Comments: I disagree that the name "vigilante" alone is a reason for Mr. Keith to avoid associating with the web site. By directing a communication to 805vigilantes, David Keith has again demonstrated that he will do whatever it takes to support the community. 805vigilantes is very professional and objective and it serves a need. Personally, I love the name. It is a results-oriented web site that will not let political correctness get in the way of finding solutions. From an idea just a week or so ago, it has already become a valuable resource. Support it and lets see where it takes us.

i wrote to the star a while back about linking up ventura's most wanted up top like they have the 'jobs' logo. here are the emails-(and after you read it, i dare u to try to find it)

I would like to offer feedback/suggestion for your website.
I read a lot of the comments on stories about the lack of mug shots on news stories. I see the Ventura's County Most Wanted list in the paper with the link to the criminals wanted in our county. Would it be possible to have a link, similar to the "JOBS" link on the main page of the Star website?
I think it is important that the community see who is dangerous out there, and not all people subscribe to the paper, but a lot of us read it online and I think that is a really important link to have on the main page.
I read the Star often, and this would be a great addition for us.

Thanks for checking with the Star, Carlos. I see that the link takes one to the Crime Stoppers site which is good because it has current Most Wanteds and those who have not yet been apprehended.
Because our submissions include photos, even if from surveillance, we are able to provide full descriptions. Since January of 2007, the Star has provided Crime Stoppers with about 1/3 of a page each week to feature six fugitives. Additionally, the perps are featured in Fronteras, their Spanish language publication. It is published each Friday and distributed free of charge in both Ventura and Santa Barbara counties.
It is my personal opinion that a full descripion should be published at the outset.

There is no Security guard there!!
I have a couple of accounts there (one of them for over a year) and everytime I have gone there is never security. The only security warning they had was on Halloween-how pathetic.
Sad to find this out so late. My sister, brother in law and 5 month old baby live in those apartments....I am scared to think if anything happened to them.
I am sorry for the family most of all. The pain will hurt for a while- and just remember through the tears there are smiles and memories.

It's good that the Star gives you 1/3 space each week to publish the most wanted.
However, the Star has an obligation to print FULL descriptions of criminals each time a crime occurs that they decide is newsworthy to print.
Otherwise whats the point. They give us nothing to go on to help the police. Afterall, it's the public that calls in to crimestoppers and police depts. reporting suspicious activities or actually seeing a wanted criminal!
To give only partial descriptions of wanted persons is an insult. Most of their loose decriptions are worthless.
This is an ongoing tragedy and I see no end in sight.

Unbelievable...I sincerely hope you were misquoted due to poor English or something because if not, it has to be the most insensitive, self-centered response ever on record. A man lost his life and your bothered by lost business. Unbelievable.

BANKS - BANDITS and VENTURA COUNTY
Appears 21K reward posted for killer of bank customer 8-16-08, 0930hr on steps of U.S. Bank in Oxnard. Unclear if reward is for information on suspect or arrest of suspect or conviction of suspect or re-conviction of suspect after appeals process also unclear if reward is taxable.
Also unclear is if U.S. Bank reimbursed the victim's family for the cash he withdrew a few minutes earlier that was pried from his hand as he lay dying on their steps.
Also unclear and not answered by the press, police or bank officials is what visible security measures were in place to protect customers & bank employees at the time? or was there even a security guard posted by the bank entrance?.... cameras don't count.
There must a reader out there that has the definite answers ,not opinions !.
