Public to hear Fisherman's Wharf plan
The developers tasked with rebuilding the Fisherman's Wharf center at Channel Islands Harbor in Oxnard will give the general public a chance to see their plans and ask questions at an open house Monday night.
EMC Development, a Los Angeles-based company owned by developer Edward Czuker, is proposing a mix of apartments, stores, restaurants, artist studios and public promenades at Fisherman's Wharf. The latest version of Czuker's proposal calls for as many as 800 apartments and about 150,000 square feet of commercial space.
EMC's executives have discussed the plans with more than a dozen homeowner associations, chambers of commerce and other community groups, but Monday's open house marks the first one the public has been invited to.
The company also presented preliminary designs to the Ventura County Board of Supervisors last month, and the supervisors told EMC representatives to continue their public outreach.
Penny Boehm, a consultant to EMC on the project, said the open house will include the most detailed drawings to date of the new Fisherman's Wharf. Some changes have been made since the plans were shown to the supervisors, Boehm said. For example, at the request of Supervisor Linda Parks, the buildings have been moved back a bit from the street.
Fisherman's Wharf, built in the 1960s, is in disrepair and has many vacant commercial spaces. Last year, the Board of Supervisors chose EMC to redevelop the property, with a five-year lease that can be extended to 65 years.
Czuker told the board last month that the company could spend $150 million on the project. EMC will pay the county a minimum of $50,000 per year in rent, plus half of all revenues in excess of $100,000.

Would have been a novel idea to have a master plan instead of piece mealing the bisc and now the commercial area.

I live off of Harbor Blvd (less than a mile from the CI Harbor) and this is the first I've heard of this open house meeting. I haven't seen any notices posted or recieved any mailings about it. Funny, I also don't see this information in the article- where and what time is it? Gives me the impression they really don't want the public to have a say in it.

Fisherman's Wharf was not built in the 1960s. More like the 1970s.

The wharf area was built in the 60's, but the storefronts, most of the shops were built somewhere in the mid 80's. I remember the Arco station on the corner somewhere around 84.
Something that was not mentioned in this article is the raising of the building height limits around the Harbor.
Look to see five and six, maybe more, story buildings. Won't be long and the Harbor will look like Marina Del Rey, of course without as many people.
150,000 sqft commercial? When will they stop with the "build it and they will come" mentality? One sees how well the retail space does there now.
The rental structure from the County is also a question, 50,000 a year and half of revneues over 100k? That's a little over 4,000 a month? Seems a bit inexpensive for the amount of land required for 800 apartments and 150,000 feet of commercial space. Remember, "figures don't lie, liars figure".
Is that 100k a month, a year? Certainly not even an idiot would invest 150 million for a return of 100k a year.
Would think that the County can get a much better return for the property than that, gauranteed. One should ask the BOS what they currently get for selling the tax payers down the river and creating the monopoly they now have with slips. I can assure you the return is much better than this, as is the deal structure.
I am currently in Asia, but these are some thoughts and questions that should be addressed. The BOS has already sold the boaters down the river, now it's the rest of the publics turn.

This is a much needed project! That harbor area is a disaster and only contributes to Oxnard's reputation as the red-headed step sister of Ventura County. We need to tear it all down and rebuild it into a place that is desirable. Sure, there might be some more traffic, but I'm sure they have taken that into account in their plan. More important are the revenues that will be generated for other county improvements! Remember, they get 50 grand a year in rent plus, half of all revenues over 100k. I'm sure a space like this will generate millions of dollars in revenue, not thousands. Let's back this people!!

Well,I for one appreciate the developer reaching out to the community on Harbor plans - this is a first. Sure, they want feedback, why else would they have gone to the local neighborhood associations?

p.s if you live near the Harbor and don't know what's up...then you don't read the Star.They have covered the F Wharf several times. I know you read it or you wouldn't have commented!
