Moorpark council's vote on Meridian Hills project delayed hold
Problems encompass more than upkeep, official says

The Moorpark City Council deferred a vote Monday night on a plan to deal with property maintenance problems that developed after William Lyon Homes sold its unfinished lots in large development to Resmark Equity Partners LLC.
The council was set to discuss a new implementation plan that would have held the developers responsible for upkeep and improvements at the Meridian Hills residential development off Walnut Canyon Road.
But Councilwoman Janice Parvin, who visited the neighborhood over the weekend, said there were more concerns that need to be addressed in the plan before a vote can be taken. She made a motion to table the matter for further review, and the council agreed.
"I don't feel this is at the level for council discussion," Parvin said. "There are a number of issues to bring back. Otherwise we'll be here all night."
William Lyon Homes originally had planned to build 265 homes, but finished only 65 and sold the remaining 200 lots in the Ashford and Marquis housing developments to Resmark.
The city found out about it in January, after the transfer had taken place, in violation of a city agreement, according to city officials. Since then, owners of some of those 65 homes and city officials have called for accountability from William Lyon or Resmark to maintain the property.
Parvin suggested the matter go to a council committee charged with reviewing the issue, which she and Councilman Keith Millhouse sit on. Millhouse was absent Monday night.
Parvin said the issue needs to be discussed by the committee, the two developers and homeowners, who were sitting in the audience.

This is a joke, and those people are completely hosed. We looked at homes in Meridian, and the sales office was the most arrogant we'd dealt with. They were unrealistic on their prices then, and they clearly didn't know what they were doing when they developed that area.
