Simi refines review process for projects outside city limits

After establishing a process for how the city will review proposed developments just outside Simi Valley's city limits, the City Council refined the scope and timing of the process Monday night.

The council gave the OK Monday to move forward with a staff recommendation on how an application for unincorporated county land near Simi Valley will be handled.

Called the "extra-territorial" review process, the council decided on Aug. 20 to use channels already in place to make recommendations to the City Council rather than form a separate committee. It was decided the review of applications will go through neighborhood councils, the Planning Commission and to the City Council, which will kick up a final recommendation to the county, which ultimately decides what projects get built on unincorporated land.

The council decided on Monday that once city staff is notified by the county that an application is being filed, the City Council will receive a copy of the application and get any additional comments.

Staff will then determine whether the project will have a significant impact on the city. If so, it will be taken to the appropriate Neighborhood Councils, and the Planning Commission would then review that input and continue its part of the review.

As with the city's planning process, a project applicant would be invited to present the project before the neighborhood councils.

Because the county has its own time frame for reviewing applications, the city will work within the county's time limits, the staff report said.

Four current proposed developments fit that description of "within the sphere of influence" and are considered a part of the Simi Valley community.

One proposal is the expansion of the Simi Valley Landfill, which was the reason Councilman Glen Becerra proposed in August that the council form a separate review committee for such matters.
