Santa Paula council rejects wastewater plant proposal
The Santa Paula City Council rejected the mayor’s appeal Tuesday night to request a proposal from a team that hoped to design, build, operate and finance the city’s new wastewater plant.
The council voted 3-2 to not send a request to a team of businesses led by ECO Resources Inc. Councilman Bob Gonzales and Mayor Ray Luna voted to select ECO.
On Oct. 15, council members eliminated ECO from a field of five teams competing for a contract on the plant, which is expected to be built by September 2010.
Luna, however, said the council should reconsider ECO because the firm did not have a fair chance to bring its whole team to the recent council meeting.
Luna also said he believed two of the four selected teams would withdraw from submitting proposals. He said that if the teams pulled out, ECO would not have enough time to prepare its proposal.
Councilman Gabino Aguirre said since he voted not to select four teams, he also did not favor having five.
Councilman Ralph Fernandez said he had concerns over selecting another team. It would not be a good decision for the council to change directions “on the fly,” he said Tuesday night.
In the request for proposals, the teams are given details on what kind of plant the city wants them to build.
All proposals are due by Jan. 11, and a contract should be awarded to one team on March 16.
