Fire officials lift evacuation warning
Fire officials lifted the last of their evacuation warnings in northern Santa Barbara County on Sunday, as crews continued making progress against the weeks-old wildfire in the Los Padres National Forest.
The blaze, which had burned some 31,000 acres, or about 48 square miles, since July 4, was 51 percent contained, with full containment expected Friday, officials said.
Progress in controlling the fire permitted officials to lift the evacuation warning for the Peachtree Canyon Ranch. The warning had advised residents to be prepared to leave their homes at short notice.

U.S. citizenship course draws 2,000
Nearly 2,000 people turned out for a crash course in how to become a U.S. citizen.
The free workshop at Santa Ana College on Saturday was run by the National Association of Latino Elected and Appointed Officials, which aims to enroll 1 million new citizens this year.
The campaign is backed by a Spanish-language media drive aimed at inspiring more Hispanics to become citizens and register to vote.

Labor talks resume in garbage dispute
Both sides in a trash company labor dispute resumed talks Sunday in an effort to resolve a three-week lockout that has some residents raising a stink over uncollected garbage.
Officials with Waste Management have hired replacement drivers since locking out 480 drivers July 2 and say they are close to getting pickups back on schedule.
But city officials and residents of Oakland and other cities in the east San Francisco Bay Area say trash has been left curbside.
