Supervisors update harbor rules
An ordinance that critics say would inhibit free speech, but that officials say would update rules adopted in 1974, was approved today by the Ventura County Board of Supervisors.
Voting 4-1 with Supervisor John Flynn opposing, the board approved the update governing activities at Channel Islands Harbor and the Silverstrand and Hollywood Beach areas.
The ordinance governs activities such as speed limits, fishing, special events and the authority of Harbor Director Lyn Krieger.
The nonprofit Beacon Foundation is opposing rules limiting leafleting in the harbor and another that sets up the county executive officer, rather than the board, as the final authority for appeals.
Supervisors say there is plenty of time to make any need adjustments to the rules. A hearing is tentatively scheduled April 1 at Oxnard City Hall with a final reading of the ordinance to take place in the supervisors' board room in Ventura some time after that.
