ARGENTINA
President says U.S. charges 'garbage'
BUENOS AIRES — Argentina's new president reacted furiously Thursday to accusations by U.S. prosecutors that an intercepted suitcase full of cash from Venezuela was meant to finance her election campaign, calling the charge "garbage in international politics."
Aides to President Cristina Fernandez accused Washington of using a "vile trick" to smear her government for its close ties to Venezuela's leftist leader, Hugo Chavez.
Fernandez, one of only two female heads of state in Latin America, denounced the U.S. criminal complaint but did not address the substance of the charges — that foreigners secretly tried to fund her campaign.

Death toll rises from bombs at U.N. offices
ALGIERS — Rescuers in a shaken city on Wednesday extracted the living and the dead from the crumpled remains of U.N. offices in Algiers that were bombed by an al-Qaida affiliate. Victims included U.N. staff from around the world, police officers and law students.
The Interior Ministry said 31 people were killed in Tuesday's bombings, as the official death toll slowly mounted. Initial reports elsewhere had higher figures.

Gates asks NATO for Afghanistan troops
EDINBURGH — Defense Secretary Robert Gates on Thursday pushed European allies for more troops to re-energize efforts in southern Afghanistan, where the Taliban insurgency has increased its attacks in the 18 months since NATO took command of the war.
Opening two days of talks with allied defense and diplomatic officials, Gates hoped to stir discussion of forming an overarching strategy for Afghanistan that could be adopted by NATO government leaders at a summit next April.
