Annexation of Reagan Library to be discussed Simi action would change city's boundary
Simi Valley's city motto, Home of the Ronald Reagan Presidential Library, could be true in spirit but technically it sits outside the city's border.
That will likely be changing.
The City Council on Monday will decide whether the city should begin the process to annex the land and seven adjoining properties.
City Manager Mike Sedell called the eventual annexation "good government."
"It's been there for so long," Sedell said. "The city serves it. Its watershed is certainly in our city. It only makes sense that technically and officially it be part of the city."
In June, the Ventura County Local Agency Formation Commission added the library and neighboring properties to Simi Valley's sphere of influence. The commission is a state-sanctioned panel that oversees boundary changes for cities and most special districts.
The vote was necessary for the city to move forward on its plans to annex the 230 acres. Included in the acreage are four homes on 10-acre lots and an additional two lots that have been graded for one home each.
The city of Simi Valley has provided police, sewer and water services to area for years.
The proposed annexation is in the Tierra Rejada Greenbelt. An agreement signed in 1984 by the county, Simi Valley, Moorpark and Thousand Oaks states that the cities and county will not annex or develop the rural land between the three cities.
The agreement will have to be amended to reflect the proposed annexation. Before Simi Valley officials submit the annexation application, the effects of removing the area from the Greenbelt Agreement will need to be discussed with Moorpark and Thousand Oaks officials.
The recommendation going before the City Council on Monday night also calls for the city staff to contact all property owners involved in the proposed annexation to discuss it with them.
Once the Local Agency Formation Commission receives the city's application a hearing will be scheduled within four months.
The City Council will meet at 6:30 p.m. in Council Chambers at City Hall, 2929 Tapo Canyon Road.
