Bill aims to give flood damage tax relief

SACRAMENTO ---Ventura County residents who suffered uninsured flood damages would be eligible for state income tax relief under a bill proposed Thursday by Assemblyman Pedro Nava, D-Santa Barbara.

The legislation, similar to laws enacted after the devastating wildfires in 2003, would allow those who suffer unreimbursed losses to claim them on state income tax returns and to carry over some of the losses into future years in order to receive the maximum tax benefit.

In addition, the legislation would authorize county officials to reassess the value of properties damaged by flooding and mudslides, which would lead to reduced property tax bills.

Nava's district includes much of coastal Ventura County, including La Conchita.

He, state Sen. Tom McClintock, R-Thousand Oaks, and Assemblyman Keith Richman, R-Northridge, were in a delegation of legislators that toured La Conchita on Wednesday with Gov. Arnold Schwarzenegger.

In its current form, the bill would apply only to Ventura County, but Nava said he expects to add Santa Barbara and possibly other Southern California counties if they, too, are declared in a state of emergency.

To date, only Ventura County has received such a declaration from the state.
