Investigation documents
There are two things to keep in mind as you look through these documents.
First, you will find empty bracketed areas. These are sections that are modified or deleted by reviewing commanding officers in subsequent documents or deemed classified by the Navy for various reasons and not available to the public.
Second, there is, as such, no single final report. The investigation yields the first "JAG investigation findings," which includes findings of fact, opinions and recommendations to the Navy for change in practices or policy. That report is then sent to a superior who notes modifications and corrections that should be made to the JAG report. This is the "First Endorsement document" at right. The JAG report and first set of corrections and modifications are then sent to a second superior and more corrections and modifications are noted. This is the "Second Endorsement document."
The corrections and modifications are never made to the original report, but included as two separate documents. A finding in the original JAG investigation report could have been modified in the later revisions. Therefore, all three documents should be taken as a whole.
The "Summary of findings" document is the summary of the cause and final endorsement by the Commanding Officer of NAVAIR.
While this can be somewhat cumbersome to read through, this is done in
the interest of full disclosure.
